PS Plus allows you to save game saves and game data to the cloud. You can then download them to another system.

Yes, there is an option in the settings. You can set up all the existing settings, profiles, downloaded games and saves on a new profile. You just need to be able to log into one of the profiles, and join them with an ethernet cord. I did this myself a couple weeks ago.
