PSN is/was having issues. Check PSN status to see if it is fixed or try playing with your PS disconnected from internet.

I'm just wondering what the point of having a "play offline" button is if you need an online connection to click it. I get that the connection issue itself if on Sony, but bad design is bad design. If I have to be online to play offline, then your game doesn't have an offline mode and shouldn't claim to.
