How to make custom recipes unlockable with perks?

I tried smth but It didn't work.

I copied this from progression cuz I don't know if I would need this.

I changed this

Keep in mind I am a cut and paste artist so I'm no expert. 

Do you need to add perkAdvancedEngineering in tags?
