Need help creating radiation in wasteland + make hazmat gear work

What do you think of a low-rent cheaper version that the players can make at upper levels? Make the ones only found in the wasteland much better quality and and better protection and/or other bonuses, such as head lamp, or if you wanted to get super crazy a cam or something similar. Either way it should be a difficult skill or dangerous mission to acquire.
