NDC 3, what am I missing?

Been here for an hour real time, is there a bug, or some really well hidden underground portion of this PoI? About to abandon the quest altogether.

Help?

Never mind, I found it. It was just a zombie spawn switch, and when I tripped it, last PoI zombies spawned right in, quest done.
