PC Mystery Menu Circles

At one point I got a macro on my mouse to bring up a clock style UI of six or seven circles that went to Character Info, Skill List... so many useful places... even added a Creative Menu circle when that mode is activated.

Reloaded game... gone... can't find any reference to it online... feel like I made it up in my head.

HELP!

 
yeah hold tab.

Or on other things like holding R for reloading. I think holding E works on landblocks.

This should be better documented in my opinion.
