You'll need to show the logs from the host/server and from your friend.  Otherwise, no one is going to be able to do anything other than guess.  As far as guesses... check that you have the same version of the game, the same mods installed (if using mods), and correct time/clock for each person.  Verify firewalls and antivirus are correctly set up (see the pinned topic).

that basic means the server restarted and is turning back on, it hadn't fully loaded up when you tried to join
