Anyone feel free to correct me if I'm missing some perspective here, but ever since with the release of 1.0, I've yet to figure out a purpose for the aforementioned mods, and have completely ignored them as a result. They cannot be equipped to the rogue or assassin sets, rendering them, while not useless, far less coveted in my opinion. (Why stealth with other armour sets when you get all the bonuses from the former two, especially the assassin's set?) Or maybe I'm wrong, and everyone is running around with raider armor with advanced muffled connector mods installed and playing a sneaky shotgun build. 
Branching off from this, but I'd advocate for new types of armour mods at this point (ex. one to reduce chance of being lit on fire, another to reduce radiation damage chance, so forth), because looking at my various characters since 1.0's launch, their equipment has largely been very cookie cutter. Variety and tough choices are the spice of life, after all!
