Modifying the object quality system with a standalone mod

Hello, does anyone know of a mod that modifies the quality in the game, many overhaul mods modify this but I would just like a mod alone that allows me to have items ranging from a quality of 1 to 10 for example, or 1 to 100, 1 to 1000 ... .
