Thought 1) It's time to move from schematics to magazines for modifications, since they now have quality
Thought 2) All modifications and devices need to be improved in quality, including scopes - improving quality increases the speed and accuracy of aiming
 
Agree we need something.

I'd be happy with any of:

  • Picking up multiple copies of a mod schematic increases your crafting level of that mod (effectively mod schematics are now mod magazines)
  • Combining two mods of the same level in the combination bench produces a mod one level higher (makes crafting high level mods available as soon as you have the schematic, but the resource costs are astronomical)
  • Mods are all tied into a particular weapon crafting skill (scopes get better with rifle crafting, extended mags with assault rifle etc.) - nice thing about this option is it makes being able to craft outside your primary weapon more rewarding
