Modded list vs non-modded list - what can I touch?

Besides most of the settings on serverconfig.xml

are there other files I can tweak without causing the server to move to the modded list?

I see some UI mods that seem to mod the UI files and not cause a move.

Anything else OR is there a set of changes in general that cause a move?

 
Pretty much any of the xml's being changed will cause you to be listed as modded.

On the other hand you can make massive gameplay changes with an api mod and remain unmodded.

It really is time to get rid of the two seperate lists and have a single list with a flag to indicate modded.

The fear of server owners wanting to maintain an unmodded server simply because modding it means joe public will never see it is annoying in the extreme.
