PC Mini Bike Handlebar Recipe

What are the pre-reqs for minibike handle bar recipe?  I have greese Monky 4 and can make all parts of the mini bike except for the handlebars.  Is this part schematic only?

You ought to be able to craft them since you've perked into Grease Monkey. I just tested in a sandbox game and with Grease Monkey 2 I can craft all of the parts.

You're at a workbench, right, and you have all of the parts in inventory?

Yes, but I still see the Lock symbol at the top of the recipe.  Alpha 19 now and greese monkey 3 but handlebars and chasis are still locked.
