Max Spawned Zombies Not Working

The server setting "Max Spawned Zombies" is not working. I just set my Blood Moon Enemy Count to 64, and my Max Spawned Zombies to 12, and started a horde night. I got loads of zombies, probably 64, I didn't count. It was way more than 12 no doubt.

I don't know if this is supposed to apply, but I also spawned in 100 Arlenes from the spawner menu. All 100 popped in.

The game breaking problem:

Horde nights on a multiplayer server are getting way too many zombies and the AI is breaking. If you turn down the Blood Moon Enemy Count, then you get only a few zombies per player, even if there's only 1 player in the game, and that is severely boring and sucks. There is no middle ground. Either it breaks, or its not enough zombies to be fun. We need this Max Spawned Zombies cap to work and override all other settings as the description states it should.

The logs I posted are not from my test run. I did that because you require it. They are meaningless. The ones I uploaded show that my GamePref.MaxSpawnedZombies = 64. It was set to 12. I don't want to spend hours getting everything documented to tell you it's broken. Just test it.

"Bloodmoon parties (which is now players within 80m of any other player added to the party) now cap the amount of enemies spawned at one time to 30 (subject to change) to improve FPS. An 8 player group with the default setting of 8 per player, would have gotten 64 active enemies. To compensate for less enemies, the game stage increases based on the ratio. The game has global enemy caps and game stage maxAlive caps, but this helps with the specific case of FPS tanking during blood moons for a BM party."

This is only for Blood Moons (Horde Night). As far as I know, no changes were made to this since V1.2 or 1.3. It was done to improve performance (FPS).
 
I'm guessing whenever they made this change you are quoting, is when they broke GamePref.MaxSpawnedZombies. Even in this quote, they infer that this should be working and override all zombie quantity settings. This is not happening and needs fixed. Multiplayer horde nights are busted until it is.
