Managing multiple Mods with multiple UDFs

So, if I have a Steam version of the game, am I able to use mods as my folder is within Steam and looks completely different.

 
At the moment there are two folders where you can put mods, but that is only for a limited transition time probably ending with A22. Then your mods will only work if you put them below appdata/roaming/7dtd.

 
Being as the config dumps are per save and a lot of the mods don't get loaded until you load a save, it would seem they are halfway to us being able to use different mods for different saves. It would be a nice feature.
