does any one know how to adjust the rain/weather cycles or have a modlet to make it rain less?

Biomes.xml has

<Precipitation min="0" max="0" prob=".0"/>

<Precipitation min="50" max="100" prob=".75"/>

Change the prob or the min/max settings on them. Same for the temperature if you want that.
