Locked and passworded vehicles stolen?

Hi,

We have a small pvp multiplayer server, only a few small mods installed.

We had 2 vehicles placed (4x4 and motorcycle), locked and passworded, another player was able to just pick them up and place them (in short steal them). Is that intended/possible mechanic? Is it a bug or even a cheat?

Would greatly appreciate if someone had an answer to that, thanks! :)
