The breaker tripped and when I reopened it, the character's level was set to 1.
Is it possible to restore it?

If you have a backup, yes. And if your power is unreliable, you should be making backups.
If you don't have a backup, you can get your levels back with the giveselfxp command from the

console window (F1), and you can get your inventory back from the creative menu. (cm in the console).
