Just to check, are you seeing fps drop (enable fps display to see) or are you seeing blurring?  You might have motion blur on.

 
Its not exactly either - its freezes after every second of camera swing horizontally or vertically, and then it skips all the frames in between where you WERE looking and where you're looking now.  We used to call it "hitching".  It doesn't happen at all during sideways or forward-backward movement.

In desperation I did a fresh install of Windows 11 and it seemed to fix the problem completely.  But its Windows 11 and I'm not about to run that garbage day-to-day, so I did a fresh install of Windows 10 next and the problem returned.  What doesn't make sense is that I was already using Windows 10 with 7D v1.0 stable before I downgraded to v20 and this whole mess started, so if this was a "v1.0 stable + Windows 10" problem it should have showed up sooner, right?  I thought about it and realized that while I had Win11 going all I'd installed was Steam and the game - nothing else.  The only thing I had installed under the fresh Win10 was Steam, the game and this little utility that I've used for eons that lets you quickly resize and reposition windows with hotkeys.  I'd been running it in Windows 10 before the camera problem appeared, too.  So just to be 100% clean I closed that program, and the lag went away.  I just sat there in complete disbelief.  The only thing I can figure is that a Windows update came along right about the time I was messing with different 7D versions and it disagrees with that little program in such a way that it messes with 7D, and only 7D (or maybe Unity).  I even tried game's exclusive full-screen mode while letting the utility run, just in case I'd had it enabled in the past and then forgot about it - I've seen that kind of issue a couple times in the past.  The hitching persisted: only disabling Winsplit Revolution fixes it.  Oh, well, its a very old program and has known coding issues...but I'll miss it.  Never had any problem with it other than it occasionally getting errors during a Windows shutdown.

I use Windows 10 and never saw anything like that in this game.  It sounds like it is a driver problem.  Maybe not graphics, but it could be your chipset driver or some other driver.

 
Well, when I say "Windows update" I'm including drivers.  Right now I don't have to install any third party ones..even my headset drivers are delivered by Windows.  This is actually nice because you don't need to install a bunch of bloatware just to get all your hardware running.

Keep in mind that drivers installed by windows are often inferior to what is available from manufacturers.  Doesn't mean they won't work, but they are a common source of problems when gaming.  Most (or at least many) major companies provide drivers without additional software as an option.

Windows update drivers are generally generic drivers that work for a range of similar products, not even always from the same company, and so they tend to not work as well for a given product.

This doesn't mean it is definitely a driver problem caused by getting then through Windows update.  But what you describe sounds very much like a driver problem since it only affects you on Windows 10 when using the same computer.

Hah! Yeah I can see a program like that causing issues like this. So that did resolve it right? This has been on my mind all weekend lol. For what it's worth, I think alt/shift and arrow keys also do this for win 10, and i know the windows key and arrows and various other hotkeys are built in with this functionality.
