items locked ?

im using bdubyah vehicle mod and have grease monkey maxed but certain items are still locked even though it says unlock options is grease monkey why is this ?  for instance marauder chassis and accessories

Just tested it and had no issues. Gonna need more info. Any other mods? DF perhaps?
