For those of you with 12th-gen or newer Intel CPU's that have E-Cores
Because the client starts up with low demand, and it does not present heavy use until you are into the save, Windows will often stick the primary process thread for the game client onto an E-Core. Which basically means your performance will suck terribly. You may notice that performance improves significantly if you do something like starting to stream the game over Discord. This is because it forces Windows to re-calculate and then moves the client to a P-Core.
Following this can help to prevent Windows from putting the game on the worthless half of your CPU cores.
Take control of your Intel CPU's P-Cores and E-Cores with CoreDirector software
It can probably fix your crappy performance, but not guaranteed if you didn't bother to clean up your system bloatware or follow the steps on Excluding the Client from Security Software.
For those of you with 13th-gen CPU's and newer...
Intel failed at manufacturing the chips, and additionally pushed BIOS settings that would cause them to self-destruct.
This Youtube video gives an excellent overview & cause analysis for this problem, if it applies to you.
(For anyone running a potentially affected 13th or 14th gen CPU, you'll need to look into applying the microcode update ASAP, or potentially warrantying your CPU if it's too late to update).
