Windows Issue with Options menu - Options menu unnavigable

On game start I get the following error in the console: "failed initializing window group options menu" with the game looking like this


Steps taken to fix the issue:

- Complete fresh install

- Deleted %Appdata%

- Cleaned registry

- Verified game file integrity

- No mods installed

Completely out of ideas. My own attempts to troubleshoot have led me to the optionsmenu section within the windows.menu file in XUimenu folder within the configs but I'm not sure of where to go from there

Not sure what the image is supposed to be since it's not available, but if you can provide your most recent log file from when you received the error, that would help
