PC is there any place with a better chance to find gun mods or is it totally random?

It's random but there are buildings with multiple safes and safes have a higher drop chance for mods. I can recommend the bank and the post office. There you have many safes and the chances to find mods are higher.

It is also an advantage to do many quests. Each quest building has a main lot at the end of the dungeon that often contains mods.

Don't forget the Police building, and occasionally that house POI with all the electronics stuff on top.

I have yet to find any large shotgun messiah's. Just the small ones and I really haven't found many mods in those

Yeah, got a few mods more than 10 times now and others only 1 or 2. Would be nice if the traders got more mods... and... alot more important stuff...

Try to find the bookstores, too. They have tons of magazines and schematics.

If you can find the Shotgun Messiah factory, the roof stash usually has a good selection, too.
