Is there a way to make a craftable Trader or Zombie?

Is there a way to make a craftable trader or zombie that non admins can craft? The sleeper zombie blocks don't move when you craft them and the the spawn trader block doesn't do anything, and spawning a specific trader from the Entities Classes didn't work either.
