While I haven't played war of the walkers in ages, I don't think you can make iron bars in the base game any longer. You just use the iron bars block shape and upgrade them from Wood->Cobble->Concrete->Steel.
Truth be told, I never use iron bars. Anything you'd want to use them for, railings are just better, since you can actually interact through them (can't melee, though).
