There are two entries each for buffDesertSmoothieRun, buffSnowSmoothieRun and buffWastelandSmoothieRun that are invalid, as those buffs do not exist. The XML sections where these invalid buffs are used are labels as "Reduce health 50% less with smoothie buff", so the intended benefits of using the smoothies are not working anywhere except in the Burnt storms.
Looks like a copy/paste error, since the storm frameworks are basically copy/pasted versions of each other (Burnt/Desert/Snow/Wasteland are the storm names, but the smoothie names are not the same (Burnt/Oasis/Frostbite/Atomic). Only the Burnt storm and smoothie share the same prefix:
