Is there any way to get these to be a different color? I like seeing the red ones in POIs and want to know if we can do this with the player-made ones (the ones covered in metal cages).

I think it's in Dev mode/creative mode only.

Without a mod, you can't change the color of player-crafted lights.  However, there's a bug that causes them to change color, intensity and start strobing/flashing in random ways now and then.  You can leave the area and come back and they'll either reset or potentially have a different random effect.
