PC I'm only getting two mod slots for a green smg I crafted. Why not 3?

Yellow had 2. I feel like I've wasted resources to make a blue smg if I must wait until I can craft blue.

Is purple just 3? Why put points in crafting beyond blue?

What's the logic here?

 
tier 1 and 2 hold 1 mod, tier 3 and 4 2 mods, tier 5 3 mods and tier 6 4 mods

the logic is that tier 4 have better stats than tier 3 without mods, albeit the random stats sometimes give lower tier better numbers

at the moment the last point in every weapon perk is reserved only for better damage, reload time etc

So I should perhaps make another SMG and hope I get better stats?

Or install a couple mods. I run one that removes RNG crafting, and another that fixes the tiers back to 1,2 3, 4, 5, 6 respectively.
