It appears that Steam was running the wrong version (patch) of Vanilla 7DTD for this mod. I was defaulted to "Opt out of Betas" so it was using the newest version. This was giving me the same errors that you had. When i changed my Beta version back to 19.2, and re-created the mod file, it worked right away. Hope this helps.
