well if you go into specific detail it would be easier to help...

Look through items.xml in an editor with xml color-coding like Notepad++. Maybe look at the code for pickaxes, fireaxes, knifes, whatever. I have a Multi-Tool mod that makes a custom tool that can harvest dirt, stone, wood, metal, and meat all from one tool.

Yes different tools or melee weapons can harvest different things from different Blocks/Things. If that's what your asking

I was on my minibike doing the quests and i kept running out of gas lol "i dont pay attention apparently" and my inventory was already full so went to go look for a gas station/car(s) and just wanted the gas, so i thought why not something to siphon gas out of the cars only? it sounds lame im sure but wouldn't be helpful?

Unfortunately there isn’t a way to do this with only xml modlets. Harvesting requires the block to be damaged. It would be no different than wrenching it down.
