PC How many tier 5 quests are in navesgane?

I think i may be experiencing a bug? the only tier 5 quests that are triggering are the factories and the hospital. But i have not been sent to the apartment building. Is this a bug or am i being screwed by RNG?

 
There are 7 total possible T5 quests, if I remember correctly. Skyscraper_01 (Dishong tower), Skyscraper_02 and Skyscraper_03 (these are Higashi and Crack-a-book tower, not sure the order), Factory_lg_01, Factory_lg_02 (shamway and shotgun messiah factories, not sure the order), Apartment_06 and Hospital_01

I'm not sure which of those POIs actually exists in Navezgane. Further, it's possible that the POI is beyond the max range of offered quests (I can't recall quests being given over 2.5 km away - if there actually is a limit, and it's around there, then those POIs could be outside the range from your trader...or there could be a preference for POIs within a given distance, and since the game can continually find appropriate POIs for the quest within a certain range, you always get those)

 
Oh it can deff go higher than 2.5km, I had one quest offered to me that was over 5km away from the trader. Doesn't happen often though at all. I'd take it too if it lead me to say a supercorn poi or some other high value poi.

I think every single one of those poi's is in navezgane. So why the hell am i only getting the same three? Is it a bug or did they start removing tier 5 quests?
