PC How do you increase item quality in A17?

Hello! My brother and I just started A17 last night and are enjoying it so far. Lots of changes! I have read through the patch notes and browsed the forum here and on Steam and I am still unclear how you increase the quality level of an item. I know the colors don't matter unless you have a mod, but they do reduce how often you have to repair. Can anyone share how you increase the quality tiers (outside of finding them)? Thanks!

 
Upgrade intellect. Each attribute can be upgraded and they unlock various perks. Intellect allows you to craft higher quality stuff.

 
Thank you! I didn't realize that upgrading an attribute would unlock additional perks! Makes sense, just haven't done it yet.

First thing I did when I logged in was go through the perks you can unlock, and I somehow STILL missed it. Took me a giant tree with a crappy axe to finally get frustrated enough to find it.
