How do you get your server to show up on the in-game server browser?

im using pterodactyl and can get into my server in network and from the outside just fine on 2 different accounts but for the love of me i cant get it to be seen on the in-game browser for others do see and use. is there some special setting im not setting up right?

 
The settings are defined in the config file on line 16.

You will also need to have set the Region (line 11) and Language (line 12) options.

 
I cannot see mine on any of my PC's but my Mac can see mine. Also one of my friends cannot see mine but another can. I don't understand how they display the lists.
