HELP!! Physics is turned off, how to fix?!

I am an admin for a public server. We just reset our map so everyone is back to level 1, and we also are working on a community designed map (Made in KingGen). For no apparent reason, the physics are turned off. I have read everything I can about "Structural Integrity" and "Support Beams" and everyone seems to be having the exact opposite issue.

Does anyone know how to turn ON the physics?
