hello ı want to play this game with lots of cities and much more gun stores ı tried the min_count it did nothing but when ı decrease the min_repeat_distance from traders min_count work or its for another reason but there are lot of traders wish work for gun stores too.

Look for NitroGen in the tools section. There you can set the amount of cities and traders that you prefer.
