PC Health doesnt go up?

For some reason I'm stuck at 84/100 health. My food rating is 100%, so is my hydration. I even have the Fast Healing perk.

any ideas?

You have to use a regular bandage to restore your max health. They do not heal you but they restore you health cap to full.

 
Early on, you need a regular diet of Bandages, First Aid Bandages, and First Aid Kits to restore max health. I've complained that quality food should help restore max health, not current health, but nobody's really listening.

After that, Healing Factor lvl 3 will automatically restore max health over time. I consider this a minimum must-get to relieve my dependance on a cotton-fiber diet.
