Made a quick modlet to make sure I understood how xpaths and localization changes work.
(Though now that I've figured it out, I'm not sure what I want to actually make).
This is a progression.xml patch which changes the headshot damage bonus per attribute point and corresponding description text.
Specifically from 10%/point to 30%/point, levels 9 and 10 are 40% and 50%, reaching a total of 500% headshot damage when maxed out.
I don't know if there's a standard way to package modlets so I just went with zip/folder/modinfo.xml
To install just unzip directly into the 7dtd mods folder (Steam\steamapps\common\7 Days To Die\Mods\)
