Hammer and Forge perk bugged?

Hello,

is the Hamer and Forge Perk bugged? Pushed Intellect to 10 but still says i need to increase Intellect to buy next lvl on Hammer and Forge. It's on 3 and in the top right corner it says 3/3 but this tree has obvisously 5 skill levels. No positiv oder negativ affects are on.

Did i something wrong? Pleaase Help.

What character level are you? Cuz there's Intellect requirements as well as character level requirements. I found that out the hard way too. Took forever before I could finally make steel items.

 
Thanks for your help. It is lvl 58, but can it really be behind such a massiv requirement-wall to unlock Steeltools?

 
Yup... dumb right?

If you hover your cursor over the locked icon, it'll tell you what level you need to be to unlock it.
