Windows GPU Upgrade caused FPS drop

I just upgraded my GPU from a 6700xt to a 9070xt and somehow now the game performs worse. Utilization of the new card hovers around 70% while pulling 150 watts, it can pull upwards of 370 watts normally. I've run DDU twice and now tried uninstalling and reinstalling the game, but neither helped. This is the only game that doesn't get 100% utilization out of the GPU so i am pretty certain its not the issue. Its not a CPU bottleneck either I'm certain, here are my specs. Thoughts?

It IS a CPU bottleneck. Because of it using voxels it needs to do a lot more calculations on the CPU than other more normal games.

What are your FPS before and after, you don't say, you only talk about utilization. You should have the same or higher FPS than before.
 
to give an update. I found that putting in the new GPU caused windows to set the max refresh of my monitor back to the default 60mhz. I haven't had a chance to test the game since updating this, but I'm willing to bet this was the main cause. I also uninstalled and reinstalled the chipset drivers, this might have helped? I haven't done so since upgrading the CPU or GPU in the last year. I do find it odd though that in a solo game i was getting 120 fps, then when my wife joined it immediately dropped down to that 60mhz and stayed there. In other games like Diablo 4 and Silent Hill 2 that I'm playing, my frame rate didn't seem to be affected either. So something about hosting someone on my game made it revert to the 60mhz limit? so strange.
 
Whenever you do a major GPU upgrade and you're having issues, the first thing you should do is use DDU to uninstall the driver and then install a fresh one, especially with AMD's GPUs, as their drivers are rather notorious for having issues. Sometimes it's just luck; my recent upgrades were from a 3050 to a 3060, then the 3060 to 5070. I had to use DDU with the 3060 but with the 5070 it went flawlessly.
