I just started the SDX tutorial, and I got the notification that the steam client wasn't running when I click "play" on the launcher. Do you need steam running to test out mods?

The base game, and all mods built on top of it, needs steam running. You can have steam running in Offline mode, and it should work.

If steam is running, but the SDX Launcher can't run the game because it can't see steam, try to run the SDX Launcher as an Admin. It typically means that steam and the SDX launcher are not running as the same user.
