Friends can only join when i Join or someone is actively in the server

So i have a group of about 3-4 friends, and sometimes i want to start the dedicated server but i myself don't want to play yet, however my friends can't see the server in the list until i join the server.

I have opened the ports for the server in my router in the "virtual servers" section, which i belive is for port forwarding in my router. Is this is a port-forwarding issue or another issue? I even set a DMZ HOST setting to my computers IP.

I've forwarded the following ports-

TCP 26900-2690

UDP 26900-26903

TCP 8080-8082

UDP 2700-27050

 
Friends can't see server or connect to IP when server is empty

So i setup a dedicated server on my PC, sometimes i like to turn it on so my friends can play but i'm not logged in, they can't see the server in the list or connect to my IP. I have to join the server myself so they can see it on the server list and join in.

Is this a port forwarding issue or another issue entirely?

I even have the following ports forwarded on my router:

26900 - 26900 TCP

8080 - 8082 TCP

26900 - 26903 UDP

27000 - 27050 UDP

Would like to know how to setup the dedicated server so that anyone can join at any time when dedicated server is running without needing the host player or another player already be in the server.
