But how will that cause the game to Randomly drop in FPS and fix it self after a month or so? If every other game he plays works?


By what you're describing, it's a short time where FPS lowers and then it normalizes right? If the game is busy loading in/loading out assets, the gpu and game have to wait on that to get done to make more frames, without seeing it in action I can't say for sure, but it is what it sounds like. Most other games load everything at runtime since it isn't a completely head-to-toe open/destructible world, so it uses hardware besides the GPU very hard comparatively. 

You said he increased ram, did he put in another 8gb stick? 

Background processes, especially ones that claim to boost gaming performance, look to turn those off. It's quite common for background processes that do things with RGB, updates (like Dell updater tool, etc.), "boost" gaming/networking performance to reduce performance and cause issues like these - even from companies like Asus.

Antivirus exclusions for install/save folders

Not running multiple antiviruses

Make sure cooling is good. Since it's a laptop, if it has slits for airflow on the bottom, consider a cooling pad (it could be getting too hot and thermal throttling)

It doesn’t lower fps for a short while but for a Month or so.

 
His game started working again around now, this was one of the earliest times it was fixed so something this help it. We will be testing it more either until the bug happens or hopefully doesn’t.
