Windows Fresh install, stuck on loading

Hi all, got a very weird bug I've found little about online where when I initially run the game, upon the very first splash screen opening - it is stuck at 'loading game data'.
I do not even make it to the main menu to select anything.

I've ran as admin, ran without EoS, reinstalled multiple times, added firewall exclusions, disable antivirus, repaired EoS, nothing seems to work. Any ideas?

Your log starts out with errors on player pref. It doesn't even show the warnings in your screenshot. Looks like stored game options are completely borked, which indicates you did not clear data as suggested.

Backup what you have. Then wipe everything following the instructions I provided. then start a clean save. If that works, then you can try restoring only your previous save folder and it's associated world and test it.

I assure you that I followed these instructions here to a T - https://community.thefunpimps.com/threads/how-do-i-clean-everything-up-for-v2.43025/#post-594011

Uninstalled, deleted the folders, removed from both Local and Roaming in %appdata%, and wiped the registry. When I reinstalled it fresh, I even selected the reset options within the launcher as well.

I threw my error into chatGPT and got this -

Seems like it cannot save to my %appdata%...? I've ran as admin, ran steam as admin, tried to remove read-only (albeit it instantly resets).

Any other ideas?
 
After watching it launch in process manager, I'm met with the following just before it starts spamming player.log errors.

Struck me as a permissions issue, and when I investigated the access control list for the folder, I saw this.

It seems (even though I'm running as admin) It does not have the permissions to create these UIAutomation files....Not sure where to go from here.

I created a new user account on my machine, and it ran fine - so must certainly be something to do with funky permissions.
