Windows Freezing on startup

So off and on for the last week or so my game will get stuck at the launch screen whether its on the loading particles or another point, and then the game will sit there frozen until i close it. I have tried uninstalling and reinstalling, verifying file integrity, and everything and it may stop having the issue for a while but then it just pops back up again. It does say 1 file failed to validate and will be reacquired but then nothing happens Any help would be greatly appreciated.

The one file part can be ignored. I believe it's a settings file that gets changed when you load the game since it's almost always "wrong". If you provide a log, someone can look to see what the problem is. Without it, your description doesn't give any details that would help to identify the problem. If you aren't sure where your logs are, press F1 while on the loading screen and you'll see a button at the top right to open your logs folder. Post the most recent one. You can attach the file here or you can post it on a site like pastebin.com and just post the link to it here. Please don't copy/paste it into a message here.
