Elbow Grease - Stop Wrenching Everything In Sight

Basic Modlet which simply reduces salvage tool block damage, as well as the attack speed for the base wrench:
- Wrench block damage 39 to 32, attack speed 50 to 40
- Ratchet block damage from 70 to 56
- Impact Driver block damage from 110 to 70

I hate how salvage basically has no opportunity cost at all at the higher game stages, and how even at lower game stages, it's still just the fastest way to make cash. Now...
