Forge won't smelt one of an item

Do you mean when the stack gets down to the last one it stays? I have seen that happen. From what I recall when I get out of forge and get back in it is gone. It seems for some reason it smelts but then the timer for it just keeps counting down and not adding anything and the icon stays.

 
Which way? Putting only one item in forge to smelt? Drop item in and then close the window and then open it up again. Or as Gamida noted - when it gets down to one - close the window and open it up again, usually it is gone when you open it up, but if not try again. If not then you'll have to try logging out and back in...
