PC Forge at any level (legit)

Book store. Magazine giving one level of a perk is sufficient to get an early forge. The one you're looking for is Hammer & Forge.

Or you can locate one of the very common houses where there is a forge already and use it until you are level 20.

Also magic glasses that make your brain better whoop whoop :)

Magazines are great tho you can learn something for a whole 30 minutes. That is more then I did at school :)

Its... actually a bust. It doesn't give you the perk if you don't already have it learned....?
As it says in the description, you still have to meet the attribute requirements to gain the perk. That can be achieved at level 1 by putting 1 points from the starter quest into intellect and finding nerdy glasses. So an early forge in your own base is still a matter of some RNG-luck.

Or yeah. Live in the forge house. I sure love that good old POI. It sure never gets boring XD.

Concrete before day 7 is possible too still, since there's no perk locking crafting cement and c-mix anymore, so again a matter of RNGesus loving you and giving a trader where the mixer works. Or one of those surprise crates that have a rare chance of revealing a working mixer. They're great when they don't reveal a toilet. Or a gas barrel that you accidentally blow up with the next hit. (Totally didn't happen to me, no! :D )

Shh, people would rather complain about it than actually look for the magazine perk.
shhhh...it doesn't work unless you're actually lvl 20 already, have enough INT but just haven't invested in the forging perk

don't magazines only work for perk you COULD get but haven't put points into?
Never mind, you're right. nerdy glasses stop at intellect 3 before lv20 it seems. So much for being "smart" and having freedom yet again.

Forge house it is then:/
