A setting for forcing a chunk reset as soon as no one is nearby when the chunk hasn't been claimed or reset for a configurable amount of days even though it has been visited recently.
The use case is to guarantee an eventual chunk reset on very active multiplayer servers in areas where there are always sopme players traveling around (like the spawn points and nearby cities).
The alternative is to set the already existing chunk reset setting ridiculously low (like one day) so the chunks hopefully resets when only the hardcore players are active. But that would make the server look too pristine. A max days setting would allow for a lived-in experience where you can still progress without questing. Lots of players hate questing and love exploration - ironically also making them prevent chunk resets as they drive around in search search for unlooted POIs...
