I've had this issue for a loooong time (since A17 I think at least) and I vaguely remember talking about it a year or more ago, but I can't find any General Support threads referencing it, nor anything in the known issues document. I will search to see if I ever put in a bug report. And but so, my symptoms are these:
1) Explore the world and the FoW correctly clears away
2) Next play session, the FoW has returned for much of the explored area
3) Dragging the map view around will cause a section in the center of the view to clear the FoW, back to its former (explored) state
4) With enough dragging, I can eventually clear all of the explored area back to its non-FoW state
This is on a dedicated server played on my local LAN. Property MaxUncoveredMapChunksPerPlayer = 262144 (enough for the entire 8K map to be uncovered, eventually). This happens on both of two clients - the server itself (AMD GPU) or my laptop (NVIDIA). My co-op partner says he does not experience this issue, which is...odd. This happens with or without mods, on vanilla RWG maps.
