Downloading World File Stuck

When trying to download the world file it gets stuck at various intervals

have verified files
remove old maps
Restart game and computer
Uninstalled and reinstalled

from the files: Doesnt like downloading the world or the mesh files

I'm not seeing anything in the log that would point to any issues with this, but antivirus exceptions, rebooting the network, and the like can help. I did spot this though
Direct3D: detected that using refresh rate causes time drift. Will stop trusting refresh rate until the game window is moved.
Direct3D: detected that vsync is broken (it does not limit frame rate properly). Delta time will now be calculated using

This is a GPU driver issue.
