I have been trying for the past 2 days to join my friends home dedicated server, at first the issue was when I tried to join it would say server has timed out, I tried deleting the game and re-downloading it twice and verifying game integrity, the next thing we did was we disabled anticheat for the server and I would run the game with EAC and the server wouldn't send the map to me. Next thing I did was run the game without EAC and it would go as far as downloading world 0% and I could leave for however long and it wouldn't go up. I also had went to local saves and deleted all my local saves and still nothing. I have tried to join another game on navesgane and I was able to join, this world i am trying to join is random generated.

So I've gotten past this hurdle by downloading the local saves file manually, next problem i am on is it gets all the way past spawn button and it gets hung up on starting game, server shows I am online and people can see my character laying on the floor. I can not see the actual game it is just loading screen "starting game..."

There is a decent chance that it is related to your friend's computer. Antivirus or firewall are likely culprits. The pinned thread SylenThunder mentioned tells you how to properly set up antivirus and firewall (also router). If it's not set up correctly, it will normally not work. Have them read that thread and make sure everything it says has been done and then try again. Otherwise, post a log on pastebin and link it here as that thread states.
